It's benign, but I do believe it is the most coherent one: While the stone cannot affect more than one place, it has been known to do so when it's about teleporting and gates between places. And the people around are now calmer. So one of them might well suggest a few gates and a protected transparent dome that can only be opened by citizens and so on. It would actually make the city quite richer (as it'd have the only "cure" to the sun issue), and would open a few other possibilities, such as new changes for people exposed once then again to the sun.
